It wouldn't make sense to use a video-phone thing to call up Eiichiro if she was communicating with Eiichiro in the Metal. Based on episode 4, I believe that it was Souta because Masamichi only cares about diving (reminds me of Alto). It would be kinda odd for the Secretary General to have a simulation of Souta, since she can just order the real Souta to come over for a (virtual) booty call.
