Two that can be controlled by wire by the pilot for dangerous tasks, then two that are robotic exoskeletons for tasks that require low latency and fine motor control.
Two for balance and stability.
On a sidenote, Deunan’s formal hat thing is so silly looking.

Two for swinging/grappling and other normal arm movement
Two for shooting while swinging/grappling
Two for carrying something while shooting and swinging/grappling
If a grappler ship is fine with just two arms, I don’t see why a mecha wouldn’t be. :P
Two, so that it can do Kendo; because if there is one thing that Bleach-manga fans and Bamboo Blade fans have found out, Kendo is instant winner.

a MECHA, however, 2, as a Mecha is a humanoid shape, (almost) by definition.
