It’s October, and that can only mean uniform changes and uniform checks. Takako and her hateful toadie Kimie go hardcore on several students, and Kana feels the wrath of the Student Representative for having an overly large hair ribbon. Maria is the only one to stick up for Kana, and this puts Mizuho in a pickle because he doesn’t feel that either viewpoint is wrong. Through discussions with Hisako-sensei and Shion, Mizuho comes to the conclusion that while Takako is not technically wrong, he supports Kana’s right to wear the ribbon.
Mizuho files a formal protest and decides to let the student body decide on the issue. Several girls can’t stand the attention and protection that Kana is getting and so start harassing her. This time, however, Mizuho has Kana’s back and uses a vicious reprimand to shame the haters. Kana finally reveals that she never knew her parents’ faces, and that the principal (who took Kana in and cared for her) gave her the ribbon to give her courage. To defeat the vague dresscode guidelines, Mizuho tries on Kana’s ribbon in front of the student body. Because Mizuho’s head is apparently several orders of magnitude larger than Kana’s, the ribbon seems small on Mizuho’s head. Since this ribbon would be allowed if Mizuho wore it, there should be no reason why Kana cannot wear the ribbon. The protest is successful, and later on Takako thinks about how Mizuho struck down her authority without making it personal.
While on the surface this episode was a rather boring fight to end descrimination against people with small heads, several of the characters got a chance to shine and add some layers. Naturally Mizuho came out on top, with his willingness to admit he was wrong, seek out and follow advice, stand up for his beliefs, and keep it professional. Moreover, with Shion’s expert guidance, Mizuho is becoming a slick politician, easily able to flank Takako without making her angry.
I still think that the argument was faulty, as Takako could merely have said that ribbons must be proportional to the wearer’s head. Otherwise, the same argument could have been used in reverse to allow older students to wear obscenely tight and short skirts, simply because the younger students could wear such skirts normally. Clearly, Takako ran unopposed, as her ability to manipulate the masses is disappointingly low. Maybe she should start watching some Utawarerumono?

I’m finding the reasoning behind most of the drama a little flawed in this anime. Takako and the purple haired girl had that one fight because Takako quit the track team, wtf is that? Now there’s a huge argument about ribbon size? I dunno, there’s something about the show that I like but the plot is horrible ;p

Awesome idea. After taking some lessons from Hakuoro we can have a crossover arc where Takako launches an invasion of Lillian Academy. Elder’s Vs. Rosa’s in a battle to control Catholic girl’s schools across Japan!

You know that battle would just get interupted by rampaging Bunny-Mechs.
